Amended Large online platforms: user identity authentication (SB 1228)

On 18 March 2024, the Large online platforms: user identity authentication Bill (SB 1228) was amended by the Senate of California. The amended Bill would require large online platforms to verify the identities of influential and highly influential users through various means, including government-issued identification. Furthermore, the amended Bill would mandate platforms to display authentication status prominently on user profiles and posts. The large online platforms include internet websites, web applications, or digital platforms, encompassing social networks, video-sharing platforms, messaging platforms, advertising networks or search engines with more than 1 million users in California within the past 12 months. Under the amended Bill, an influential user is a user whose content has been viewed by over 25’000 users or whose accounts have more than 1’000 pieces of content that are highly likely or are generated by artificial intelligence.
