On 30 April 2023, the G7 released a Ministerial Declaration following the G7 Digital and Tech Ministers' Meeting held in Gunma, Japan, from 29 to 30 April 2023. The Declaration addressed six main areas, including cross-border data flows, digital infrastructure, internet governance, emerging and disruptive technologies, responsible AI, and digital competition. The parties during the meeting discussed the facilitation of cross-border data flows, endorsed the establishment of the Institutional Arrangement for Partnership (IAP) and agreed on the G7 Vision for Operationalising Data Free Flow with Trust (DFFT) and its priorities, which is intended to be a framework that promotes the free flow of data while also ensuring data privacy, security and protection. In particular, the IAP will assess the impact of data localisation requirements and the policy justifications for their adoption, regulatory differences between jurisdictions creating barriers for data transfers and develop a risk-based approach to prevent governments' unjustified requests to access personal data stored by private entities.
