Implemented Security Plan and Model State Agency Policy for Preventing Use of Prohibited Technology

On 15 February 2023, the requirement for the Texas State agencies to implement the Department of Information Resources Statewide Security Plan for Prohibited Technologies and Model State Agency Policy for Preventing Use of Prohibited Technology enters into force. In particular, the Security Plan and Model outline the foreign applications and software that are banned from being installed on state-issued devices. The prohibited software, applications, developers, and any of their subsidiaries or affiliates include Alipay, ByteDance Ltd., CamScanner, Kaspersky, QQ Wallet, WPS Office, SHAREit, and Tencent Holdings Ltd., TikTok, Vmate, WeChat and WeChat Pay. Furthermore, the prohibited hardware, equipment and manufacturers list includes Dahua Technology Company, Huawei Technologies Company, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, SZ DJI Technology Company and ZTE Corporation.
