On 26 January 2023, the Texas Department of Information Resources issued the Statewide Security Plan for Prohibited Technologies and Model State Agency Policy for Preventing Use of Prohibited Technology. In particular, the Security Plan and Model outline the foreign applications and software that are banned from being installed on state-issued devices. The prohibited software, applications, developers, and any of their subsidiaries or affiliates include Alipay, ByteDance Ltd., CamScanner, Kaspersky, QQ Wallet, WPS Office, SHAREit, and Tencent Holdings Ltd., TikTok, Vmate, WeChat and WeChat Pay. Furthermore, the prohibited hardware, equipment and manufacturers list includes Dahua Technology Company, Huawei Technologies Company, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, SZ DJI Technology Company and ZTE Corporation. The State agencies are required to implement the Security Plan and Model by 15 February 2023.
