On 16 November 2021, the Bill on Marketplace (N1015918-7) aiming at regulating app stores was rejected by the State Duma Committee on Information Policy, Information Technologies and Communications. The Bill would have prohibited providers of operating systems installed on a cell phone, tablet, computer or any other device from restricting the installation of a third-party marketplace or third-party software on a device that uses its operating system. Furthermore, the Bill would have introduced a limit of 20% to the commission that app store owners can impose when an app is purchased. Finally, the App Stores providers would have had to publish every quarter a report on their sales on the territory of the Russian Federation.
