On 1 September 2020, the Bill on Marketplace (N1015918-7) regulating app stores was introduced in the State Duma of the Russian Federation. The Bill would prohibit providers of operating systems installed on a cell phone, tablet, computer or any other device from restricting the installation of a third-party marketplace or third-party software on a device that uses its operating system. Furthermore, The Bill would introduce a limit of 20% to the commission that app store owners can impose when an app is purchased. Finally, the App Stores providers would have to publish every quarter a report on their sales on the territory of the Russian Federation.
