Adopted guidelines on pseudonymised data

On 28 April 2022, the Personal Information Protection Commission (PIPC) issued revised guidelines on pseudonymised data. The revised guidelines distinguish between personal data, pseudonymised data, and anonymised data. The former two fall under the definition of personal data. According to PIPC, pseudonymised data may be used without explicit consent from the user if it is being used to prepare statistics and research or if it becomes part of the public record. According to the PIPC, pseudonymised data is defined as "data from which the specific individual cannot be identified without the use or combination of additional information for restoring to the original state."
