Russia: Adopted Decree No. 1279 introducing user identification requirement

On 6 November 2018, the Russian President adopted Decree No. 1279 introducing a user identification requirement. Online messaging providers must verify user registration data with mobile operators, who must respond within 20 minutes of the request. Mobile operators will further be required to store information on the apps their users use and inform messaging providers within 24 hours of a user contract termination. The Decree will enter into force six months after its publication.
