On 22 April 2026, the Grand National Assembly adopted the Bill on Amendments to the Social Services Law and Certain Laws (Law No. 7578). Article 22 of the Law amends Additional Article 4 of Law No. 5651 on the Regulation of Publications on the Internet and Combating Crimes Committed Through Such Publications by adding new content moderation obligations on social network providers and expanding the scope of an existing obligation. The pre-existing takedown obligation on social network providers, previously limited to content within the scope of Articles 9 and 9/A of Law No. 5651, will extend to all categories of content moderation decisions issued under Law No. 5651. Social network providers with daily access from Turkey exceeding 10 million will be required to implement urgent content removal and access-blocking decisions issued under Article 8/A of Law No. 5651 immediately and within 1 hour. The same providers will be required to take all necessary measures to prevent the republication on their own websites of content subject to removal or access-blocking decisions. Social network providers will be obliged to take measures to prevent deceptive advertisements. The Law will be presented to the President for promulgation.
