On 29 April 2026, the European Commission adopted a recommendation outlining a common approach to age verification technologies across the EU. The recommendation promotes the use of tools based on anonymous proof-of-age methods, with a focus on privacy and data protection. It encourages Member States to ensure that age verification solutions are available to all users by the end of 2026 and sets out a coordinated governance framework to support their deployment. This includes using a common EU blueprint that can be adapted nationally and integrated with European Digital Identity Wallets, preparing implementation plans, cooperating with relevant authorities and stakeholders, and ensuring compliance with cybersecurity standards through independent assessment. The Commission also plans to establish an EU-wide age verification scheme setting requirements for providers of age verification services and proof-of-age attestations, as well as mechanisms for verifying their reliability. In addition, it will publish lists of age verification solutions and trusted providers that meet applicable EU privacy and security requirements.
