European Commission released second version of age-verification blueprint to enable use of passports and id cards for onboarding

On 10 October 2025, the European Commission released an enhanced second version of its EU age verification blueprint, building on the solution first introduced in July 2025. The updated blueprint adds support for passports and identity cards, alongside eIDs, for onboarding users, and introduces the Digital Credentials API to enable a more user-friendly presentation of age proofs. The blueprint provides technical specifications aligned with the EU Digital Identity Wallets and includes an open-source mobile app that can be customised to national contexts. It can be deployed as a stand-alone app or integrated into existing digital identity wallets, and market players are free to further develop the solution. The Commission noted that the system aims to protect minors online, and the system allows users to prove they are over 18 without revealing personal information or their exact age. Proofs are issued in one-time batches, preventing linkability and identity tracking, and the solution can be extended to other age limits or use-cases, such as alcohol purchases, according to national requirements. Pilot testing is ongoing with several Member States, including Denmark, France, Greece, Italy, and Spain, as well as with online platforms and end-users, supported by EU Safer Internet Centres. Customised apps are expected to be published from early 2026. Future updates may incorporate zero-knowledge proof technology to further enhance privacy. The blueprint, developed by the T-Scy consortium, provides a reference standard for privacy-focused age verification under the Digital Services Act and aligns with the broader rollout of the European Digital Identity Wallets.
