On 22 April 2026, the Grand National Assembly of Turkey adopted Law No. 7578 on Amendments to the Social Services Law and Certain Laws, which amends Additional Article 4 of the Law on Regulation of Publications on the Internet and Combating Crimes Committed Through Such Publications (Law No. 5651). The Law applies to social network providers offering services in Turkey, with a sub-set of obligations applying only to social network providers with daily access from Turkey exceeding 10 million users. Firstly, the Law will prohibit social network providers from offering services to children under 15 years of age and will require social network providers to take measures, including age verification, to enforce that prohibition. Secondly, the Law will require social network providers to take measures to offer age-segregated services for children aged 15 and over and to publish the measures taken on the provider's website. Thirdly, the Law will require social network providers to offer clear and usable parental control tools enabling account settings to be managed, subjecting purchases, rentals, and paid memberships to parental consent, and enabling the monitoring and limitation of usage time. Fourthly, the Law will require social network providers to take measures against deceptive advertising. Fifthly, the Law will require social network providers with daily access from Turkey exceeding 10 million users to implement urgent removal and access-blocking decisions issued under Article 8/A of Law No. 5651 within one hour, and to take all necessary measures to prevent the republication on the provider's own website of content subject to removal or access-blocking decisions. Article 22 of the Law will enter into force six months after publication in the Official Gazette.
