China: Cyberspace Administration of China and four co-issuing authorities adopted Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence including user identification requirement

On 10 April 2026, the Cyberspace Administration of China (CAC) and four co-issuing authorities adopted the Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence. Article 12 of the Interim Measures requires providers of anthropomorphic interactive services to sign service agreements with users, require users to register in accordance with the law and the agreement, and collect necessary identifying information including the user's age, guardian, and emergency contact person.
