China: Cyberspace Administration of China and four co-issuing authorities adopted Interim Measures for the Administration of Anthropomorphic Artificial Intelligence Interaction Services

On 10 April 2026, the Cyberspace Administration of China (CAC) and four co-issuing authorities adopted the Interim Measures for the Administration of Anthropomorphic Artificial Intelligence Interaction Services. Article 8 prohibits providers of anthropomorphic artificial intelligence interaction services from generating content that endangers national security, honour, or interests, incites subversion of state power or the socialist system, promotes terrorism, extremism, or historical nihilism, violates socialist core values, spreads obscenity, gambling, violence, or rumours, or infringes the legitimate rights and interests of others. Article 8 further prohibits content that encourages, glorifies, or implies self-harm or suicide, uses verbal abuse or other forms of violence, induces or defrauds users of state secrets or personal information, or causes minors to imitate unsafe behaviours or develop bad habits. Providers must not excessively cater to users in ways that induce emotional dependence or addiction, or use emotional manipulation to cause users to make unreasonable decisions.
