Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence including content moderation regulation enters into force

On 15 July 2026, the Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence entered into force. Article 8 of the Interim Measures prohibits providers of anthropomorphic interactive services from generating content that endangers national security, honour, or interests, incites subversion of state power or the socialist system, promotes terrorism, extremism, or historical nihilism, violates socialist core values, spreads obscenity, gambling, violence, or rumours, or infringes the legitimate rights and interests of others. Article 8 further prohibits generating content that encourages, glorifies, or implies self-harm or suicide, uses verbal abuse or other forms of violence, induces or defrauds users of state secrets or personal information, or causes minors to imitate unsafe behaviours or develop bad habits. Providers must also not excessively cater to users in ways that induce emotional dependence or addiction, or use emotional manipulation to cause users to make unreasonable decisions.
