Termination of WTO Moratorium on Customs Duties on Electronic Transmissions

On 30 March 2026, the Moratorium on Customs Duties on Electronic Transmissions was terminated following the conclusion of the World Trade Organisation’s Ministerial Conference, which ended without consensus to extend the measure. The moratorium had provided for a temporary commitment among WTO members not to impose customs duties on electronic transmissions, thereby maintaining a duty-free environment for cross-border digital deliveries. Its scope covered electronically transmitted products and services, including software, e-books, and streamed content. With the termination of the moratorium, the governance of customs duties on electronic transmissions reverts to the discretion of individual members, subject to their domestic regulatory frameworks and applicable WTO commitments.
