Fair Trade Commission opened consultation on amendments to the Enforcement Rules of the Act on Consumer Protection in E-Commerce including business closure reporting

On 11 March 2026, the Fair Trade Commission opened a public consultation on proposed amendments to the Enforcement Rules of the Act on Consumer Protection in E-Commerce, until 20 April 2026. The amendments would follow up on the Act on Consumer Protection in E-Commerce, etc. (Act No. 21312), promulgated on 20 January 2026. Attached Form No. 5 (notification of suspension, closure, or resumption of business) would be revised to allow mail-order businesses reporting closure to record the reason for loss or damage of the registration certificate directly on the closure report, removing the requirement to submit a separate statement of reasons. The Enforcement Rules of the Act on Consumer Protection in E-Commerce would take effect on 21 July 2026.
