On 20 March 2026, the Nigerian Communications Commission (NCC) closes public consultation on proposals on review the National Telecommunications Policy 2000. The proposed reforms apply to telecommunications licensees, digital service providers, satellite operators, infrastructure providers, and other stakeholders in Nigeria’s communications sector. The review outlines fifteen reform areas, including updated policy objectives, competition and economic regulation, online safety and platform governance, satellite and spectrum management, universal service, financing, research and development, local content, cybersecurity, international cooperation, broadband targets, Critical National Infrastructure protection, and a structured implementation framework. The proposals include strengthening of competition policy by expanding beyond its limited provisions on interconnection and anti-competitive conduct to reflect current market dynamics. It also seeks to update the chapter on the Internet to address online safety, content moderation, Internet exchange protocols, and digital platforms. In addition, the provisions on safety and national security will be refocused to integrate cybersecurity imperatives in line with the 2014 National Cyber Security Policy and its 2021 review.
