On 9 February 2026, the Nigerian Communications Commission opened a public consultation on proposals to review the National Telecommunications Policy 2000, until 20 March 2026. The proposed reforms apply to telecommunications licensees, digital service providers, satellite operators, infrastructure providers and other stakeholders in Nigeria’s communications sector. TThe review outlines fifteen proposed reform areas. The proposed reforms cover updated policy objectives, competition and economic regulation, online safety and platform governance, satellite and spectrum management, universal service, financing and funding, research and development, local content development, cybersecurity, international cooperation, broadband objectives, protection of Critical National Infrastructure, and implementation mechanisms. The proposals include expanding competition policy beyond existing provisions on interconnection and anti-competitive conduct, updating the Internet chapter to address online safety, content moderation, and digital platforms, and integrating cybersecurity considerations in line with the 2014 National Cyber Security Policy and its 2021 review.
