On 26 February 2026, the Office of Communications presented to Parliament its second Annual Report under section 128(2) of the Online Safety Act 2023 on Notices to deal with terrorism and/or child sexual abuse and exploitation (CSEA) content, covering the 2025 calendar year. The report confirms that the Technology Notice regime is not yet operational because minimum standards of accuracy have not been approved and published by the Secretary of State, and no Technology Notices have been issued. It outlines preparatory work undertaken since the first report, including statutory information requests to technology developers, stakeholder engagement, commissioned research, and a December 2024 consultation on minimum standards of accuracy and draft guidance for regulated user-to-user and search services. The consultation closed in March 2025 and generated over 800 responses, including 782 linked to a campaign organised by the Open Rights Group. Ofcom also commissioned PUBLIC to assess options for establishing an accreditation process and stated that it intends to publish its advice on minimum standards and final guidance by April 2026, after which the accreditation framework and Technology Notice functions may become operational.
