Description

Ministry of Public Security closes consultation on Law on the Prevention and Control of Cybercrime including user rights

On 2 March 2026, the Ministry of Public Security closes the public consultation on the Law on the Prevention and Control of Cybercrime. The law addresses cybercrime within China and extends to acts by citizens or entities abroad that harm China's interests. Article 16 specifies that telecom, financial, and internet service providers must promptly verify and reinstate services if a user's objection to a service restriction is found valid. Individuals and organisations have a right and duty to report cybercrimes, which must be handled promptly with protections for whistleblowers. Service providers must offer accessible channels for such reports.
