Article 16 specifies that telecom, financial, and internet service providers must promptly verify and reinstate services if a user's objection to a service restriction is found valid. Individuals and organisations have a right and duty to report cybercrimes, which must be handled promptly with protections for whistleblowers. Service providers must offer accessible channels for such reports.
