On 25 May 2021, the Cyberspace Administration of China (CAC) and six other state departments implemented the Measures for the Administration of Online Live Marketing (Trial Implementation) regulating the online live-streaming market. The Measures apply to both live-streaming platforms and live streamers and include rules on identity requirements, content management, and the protection of minors. Platforms must establish robust mechanisms for account registration and cancellation, minor protection, and data security. In addition, platforms must identify live streamers, which have to be at least 16 years old or otherwise provide guardian consent. Further, the Measures set out rules on oversight and legal liability.
