On 1 January 2026, the Online Safety (Form of Undertaking) Regulations under the Online Safety Act 2025 enter into force. The Regulations apply to licensed applications service providers and licensed content applications service providers regulated by the Malaysian Communications and Multimedia Commission. They require providers to submit a prescribed, unconditional, and irrevocable undertaking to comply with Part III duties of the Act. These duties include mitigating exposure to harmful content, issuing user guidelines, enabling user safety controls, providing reporting and user assistance mechanisms, protecting child users, making priority harmful content inaccessible, and preparing an Online Safety Plan. Providers must also declare that all information submitted is true and accurate, with enforcement action possible for false or misleading information.
