Ministry of Communications adopted Online Safety (Form of Undertaking) Regulations 2025

On 29 December 2025, the Online Safety (Form of Undertaking) Regulations under the Online Safety Act 2025 were adopted by the Ministry of Communications. The Regulations apply to licensed application service providers and licensed content application service providers regulated by the Malaysian Communications and Multimedia Commission. They require providers to submit a prescribed, unconditional, and irrevocable undertaking to comply with Part III duties of the Act. These duties include mitigating exposure to harmful content, issuing user guidelines, enabling user safety controls, providing reporting and user assistance mechanisms, protecting child users, making priority harmful content inaccessible, and preparing an Online Safety Plan. Providers must also declare that all information submitted is true and accurate, with enforcement action possible for false or misleading information. The Regulations enter into force on 1 January 2026.
