On 23 December 2025, the Administrative Council for Economic Defence signed a cease and desist agreement with Apple for anticompetitive conduct in the iOS ecosystem, following an investigation initiated in 2022 in response to a complaint filed by Ebazar and Mercado Livre. Under the agreement, Apple must direct users to external transaction processors for payment and allow the marketing of third-party digital services. Additionally, Apple must allow competing app stores to open on iOS. The agreement also enables developers to offer in-app payment processing services distinct from Apple's, and establishes a fee structure designed to ensure pro-competitive effects. Developers must display third-party offers and alternative payment methods next to Apple's. Finally, any Apple notices to users are required to adopt neutral language, be limited in scope, and are prohibited from controlling the user experience. Apple has 105 days to implement the changes, during which time the measures adopted will be observed, and the terms of the agreement may be altered if the measures are found insufficient. The agreement will remain in effect for 3 years from the moment the terms are mandatory for developers.
