The order determined that the system had been repeatedly used to produce unlawful and harmful material, including sexually explicit, offensive, and non-consensual manipulated imagery involving women and minors. The order follows earlier notices issued on 3 and 8 January 2026 requiring the adoption of technical and content moderation controls to address risks under Section 233 of the Communications and Multimedia Act of 1998. The authority found that the companies’ responses, submitted on 7 and 9 January 2026, relied largely on user reporting and did not adequately mitigate risks arising from the system’s design and operation.
