Law No. 75/2025/QH15 amending and supplementing certain articles of the Law on Advertising including design requirement was adopted by National Assembly

On 16 June 2025, the National Assembly adopted Law No. 75/2025/QH15, amending Articles 21, 22, and 23 of the Law on Advertising to introduce presentation and functional requirements for advertising across print, broadcast, and online environments. Article 21 limits advertising space to a maximum of 30% of the total area of a newspaper issue and 40% of a magazine issue, excluding publications specialising in advertising, and requires clear visual separation between advertising and non-advertising content. Article 22 caps advertising time at 10% of total daily broadcast time for free-to-air television channels and at 5% for pay television channels, excluding dedicated advertising channels. Entertainment programmes and films of less than five minutes may not be interrupted for advertising. Programmes of five to under fifteen minutes may be interrupted once. Programmes of fifteen minutes or more may include one additional interruption for each additional fifteen-minute period, with each interruption limited to five minutes. Scrolling or moving advertising text displayed alongside official content must not exceed 10% of the screen area and must not interfere with the main programme. Article 23 requires online advertising to include clear identifying marks and, for non-fixed advertising formats, easily recognisable features enabling users to close advertisements, report unlawful advertising content, or refuse inappropriate advertising.
