Online Safety Super-Complaints (Eligibility and Procedural Matters) Regulations 2025 entered into force

On 31 December 2025, the Online Safety Super-Complaints (Eligibility and Procedural Matters) Regulations 2025 entered into force. The Regulations establish eligibility criteria for entities entitled to submit super-complaints to the Office of Communications (Ofcom) under section 169(1) of the Online Safety Act 2023 and set out procedural requirements governing such complaints. They specify supporting evidence for eligibility, information requirements for super-complaints, grounds and procedures for eligibility determinations by Ofcom, mandatory and discretionary rejection grounds, withdrawal rules, acknowledgement of receipt, statutory time limits for determinations and responses, publication obligations, and restrictions on submitting repeat complaints. The Regulations extend to England and Wales, Scotland, and Northern Ireland.
