On 10 December 2025, the law amending and supplementing the Law on Technology Transfer (No. 07/2017/QH14) was adopted by Parliament. The law revises Article 31 to expand its scope and adjust its requirements. The article's title is changed to "Registration of technology transfer and provision of technology transfer information" to reflect the new addition, which encourages participants to submit information to a national digital platform. The mandatory registration requirement for domestic transfers using state funds is simplified by removing a specific exception. Furthermore, an incentive is added by clarifying that a registration certificate serves as a basis for receiving preferential policies and for the direct assignment of scientific tasks. The mandatory registration requirement for technology transfer contracts and components, specifically for cross-border transfers and domestic transfers using state capital, remains in effect. Clauses 2 and 6 of Article 2, which defined the terms "Technology" and "High technology," have also been repealed.
