Vietnam: Draft Law amending and supplementing the Law on Technology Transfer including business registration requirement was introduced to National Assembly

On 31 October 2025, the Draft Law amending and supplementing the Law on Technology Transfer (No. 07/2017/QH14), including business registration requirements, was introduced to the National Assembly. The draft amends Article 31 by renaming it from Registration of Technology Transfer to Registration of Technology Transfer and Provision of Technology Transfer Information. The revised article introduces a general exemption from registration for technology transfers that have already been granted a Technology Transfer License, replacing the previous approach of listing specific cases subject to mandatory registration. It also provides that a Certificate of Registration may serve as a basis for prioritisation in the allocation of scientific tasks and access to incentives.
