Office of Communications fined Im.ge GBP 20’000 for non-compliance with statutory information requests under Online Safety Act

On 17 December 2025, the Office of Communications (Ofcom) issued a confirmation decision against the provider of the Im.ge service for failing to comply with two statutory information requests under the Online Safety Act. Ofcom found that the provider breached its duty under section 102(8)(a) of the Act on two separate occasions by not providing the requested information, and imposed a fixed penalty of GBP 20’000, set in accordance with its penalty guidelines. The provider is now required to take immediate steps to comply with its statutory obligations by submitting the outstanding information, including a copy of its Illegal Content Risk Assessment and details of its qualifying worldwide revenue. Ofcom warned that continued non-compliance will result in a daily penalty of GBP 100, applied for up to 60 days or until the information is provided. Ofcom also confirmed that its broader investigation into the Im.ge service’s compliance with illegal content risk assessment and child sexual abuse material (CSAM) duties remains ongoing, with further updates to follow.
