Artificial Intelligence Bill including worker protection regulation was introduced to Congress

On 7 May 2025, the Ministry of Science, Technology and Innovation introduced a draft Artificial Intelligence Bill to Congress including obligations on retraining and job reskilling due to the effects of artificial intelligence (AI). The draft requires employers that implement AI systems which may cause displacement or substantial transformation of existing job functions to adopt retraining, relocation or training plans for potentially affected workers. These plans must follow a preventive approach, ensure respect for human dignity, and align with just transition guidelines. Compliance with these obligations is monitored by the Ministry of Labour through its inspection, surveillance and control functions, without prejudice to actions by other competent entities. The draft also provides that the Ministry of Labour, in coordination with the Ministry of Science, Technology and Innovation, may issue guides, orientations or technical criteria to support employers in the formulation and implementation of these plans.
