Ministry of Culture announced removal of virtual proxy networks restrictions from Act amending Copyright Act and Act on Radio and Television Broadcasting

On 15 December 2025, the Ministry of Culture announced that it would remove a section from its draft proposal for an Act amending the Copyright Act and the Act on Radio and Television Broadcasting that would have restricted access to virtual proxy networks (VPN). The Ministry stated that this part of the proposal would not be submitted to Parliament after the end of the consultation period. Instead, the Ministry will consider making adjustments to its proposals for online privacy for submission in a future consultation. The part of the proposal in question would have amended the Act on Radio and Television Broadcasting to prohibit the manufacturing, importing, and marketing of equipment, software, or any other technical solution whose purpose is to provide unauthorised access to encrypted content subject to technical access restrictions. Further, the use of such equipment, software, or technical solutions for obtaining such unauthorised access would also have been prohibited in relation to both commercial and private usage.
