Council of the European Union adopted temporary measure pending regulation establishing customs duty threshold elimination on small parcels

On 12 December 2025, the Council of the European Union announced the adoption of a temporary measure pending regulation establishing the elimination of the EUR 150 customs duty threshold on small parcels. The temporary measure adopted by the Council will apply a fixed EUR 3 customs duty to small parcels valued below EUR 150 beginning on 1 July 2026. The temporary measure will remain in effect until the full operation of the customs duties on all goods entering the EU from the first euro of their value set up by the Council's adoption of a Directive amending Directive 2006/112/EC. This new rule will only come into effect once the new EU customs data hub is operational, currently expected to start in July of 2028. The data hub will provide the technical capability to calculate customs duties for each individual small item.
