On 13 November 2025, the Council of the European Union announced the drafting of transitional measures pending regulation establishing the elimination of the EUR 150 customs duty threshold elimination on small parcels. Following the Council's adoption of a Directive amending Directive 2006/112/EC, all goods entering the EU will be subject to relevant customs duties from the first euro of their value starting in July of 2028. This new rule will only come into effect once the new EU customs data hub is operational. The data hub will provide the technical capability to calculate customs duties for each individual small item. Before its implementation, the Council agreed to finding a temporary solution, and aims to have this simpler, transitional system in place as early as 2026. This temporary measure would levy customs duties on small parcels until the permanent data hub system is launched.
