On 27 November 2025, the Law on Artificial Intelligence was introduced to the National Assembly of Vietnam, establishing the jurisdiction of authorities responsible for overseeing organisations and individuals participating in artificial intelligence activities. Article 30(2)(a) establishes unified state management of artificial intelligence by the Government. Article 30(2)(b) designates the Ministry of Science and Technology as the focal authority responsible to the Government for nationwide state management of artificial intelligence. Article 30(2)(c) assigns ministries and ministerial-level agencies the responsibility to coordinate with the Ministry of Science and Technology within their respective functions, duties, and powers. Article 30(2)(d) assigns Provincial People’s Committees the responsibility for state management of artificial intelligence at the local level. These provisions establish the competent authorities overseeing suppliers, implementers, developers, and other organisations and individuals participating in artificial intelligence activities.
