Its provisions included reduced evidentiary requirements for claimants, powers for courts to request evidence from AI providers, and a presumption of causation under specific conditions. The withdrawal followed the Commission’s assessment that agreement among governments was unlikely. It noted that alternative approaches may be examined in the future.
