Rules for centralised management of public communications network including organisational requirements expire

On 1 March 2032, the Rules for centralised management of the public communications network, which had been in force since 1 March 2026, expire. The Rules had imposed mandatory participation requirements on designated entities, including communication operators, owners or holders of technological networks, owners or holders of traffic exchange points, and organisers of online information dissemination with autonomous system numbers. Each participant had been required to appoint a responsible official for coordination and interact with the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) through personal accounts and automated interconnection systems. Upon expiry, the regulatory obligations for continuous participation and coordination under the Rules ceased to apply.
