Government adopted Decree No. 1667 on approval of Rules for centralised management of public communications network including organisational requirements

On 27 October 2025, the Government adopted Decree No. 1667 on approval of the Rules for centralised management of the public communications network, establishing mandatory participation conditions for designated entities. The Rules require operators of communications, owners or holders of technological networks, owners or holders of traffic exchange points, and organisers of online information dissemination with autonomous system numbers to participate in centralised management. Each participant must appoint a responsible official for organisational and technical coordination and submit their details to the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) via a personal account. Interaction within centralised management is conducted using the personal account and automatic interconnection of management systems or communication means with the monitoring and management information system. Operators retain conditional rights not to route traffic through technical countermeasures in specific malfunction cases.
