On 1 March 2032, the Rules for centralised management of the public communications network, which had been in force since 1 March 2026, expire. The Rules had granted state authorities operational access for network management, authorising the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) to manage technical threat countermeasures and issue binding instructions to network participants, including operators, network owners, and traffic exchange point holders. Roskomnadzor had been empowered to assess technical feasibility through network modelling, information requests, and analysis of data from technical control systems.
