Government adopted Decree No. 1667 on approval of Rules for centralised management of public communications network including government access to data

On 27 October 2025, the Government adopted Decree No. 1667 on approval of the Rules for centralised management of the public communications network, granting state authorities operational access for network management. The Rules authorise the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) to manage technical threat countermeasures and to issue binding instructions to network participants, including operators, owners of technological networks, and owners of traffic exchange points. Roskomnadzor may assess the technical feasibility of executing such instructions through network modelling, data requests, and analysis of information from technical control systems. All participants in centralised management must comply with issued instructions, take necessary measures for their implementation, and notify Roskomnadzor if execution is impossible.
