Rules for centralised management of public communications network including cybersecurity regulation expire

On 1 March 2032, the Rules for centralised management of the public communications network, which had been in force since 1 March 2026, expire. The Rules had established cybersecurity regulation for network management by defining threats to the security and functioning of the Internet and the public communications network, including unauthorised access, destabilising information impacts, computer attacks, and dissemination of restricted information. The Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) had been responsible for maintaining a list of threats, approving response regulations in coordination with the Ministry of Digital Development and the Federal Security Service, and managing technical countermeasures.
