Rules for centralised management of the public communications network including cybersecurity regulation enter into force

On 1 March 2026, the Rules for centralised management of the public communications network enter into force, establishing cybersecurity regulation for network management. The Rules define threats to the security and functioning of the Internet and the public communications network, including unauthorised access to technical and software means, destabilising information impacts, computer attacks, and the dissemination of information access to which is restricted under Russian law. The Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) is responsible for centralised management, maintaining a list of threats, approving response regulations in coordination with the Ministry of Digital Development and the Federal Security Service, and managing technical countermeasures. Measures to eliminate threats include applying information protection means, reconfiguring communication systems, and implementing organisational and technical actions to prevent their occurrence. The Decree remains in effect until 1 March 2032.
