Law on Technology Transfer (Law No. 07/2017/QH14) including public procurement localisation entered into force

On 1 July 2018, the Law on Technology Transfer (Law No. 07/2017/QH14) entered into force, operationalising localisation requirements in public procurement for technology-related projects. The Law requires public authorities and State-owned entities to prioritise the procurement of technologies and equipment produced or developed in Vietnam, and to integrate domestic technology selection criteria into procurement and investment procedures. The Ministry of Science and Technology is responsible for coordinating with line ministries and provincial authorities to implement and monitor these localisation measures. The Law repeals the Law on Technology Transfer No. 80/2006/QH11 as of this date.
