On 19 June 2017, the National Assembly adopted the Law on Technology Transfer (Law No. 07/2017/QH14), introducing measures to promote localisation in public procurement and investment projects. The Law establishes preferential treatment for the use of technologies developed in Vietnam or transferred from domestic research institutions and enterprises. It mandates that public sector entities, including ministries, agencies, and provincial People’s Committees, give priority to locally developed technologies in procurement and implementation of State-funded programmes. The Law assigns the Ministry of Science and Technology to coordinate with relevant bodies to organise procurement programmes and investment incentives favouring domestic suppliers. It stipulates that this Law shall take effect as of 1 July 2018, and that the Law on Technology Transfer No. 80/2006/QH11 shall become null as of the date this Law takes effect.
