On 22 July 2021, the State Administration for Market Regulation (SAMR) adopted the Administrative Measures on the Management of the List of Entities with Serious Illegal and Dishonest Conduct in Market Regulation (Order No. 44 of SAMR). The Measures set out the conditions under which entities committing serious illegal conduct can be included in the list of serious illegal and dishonest conduct by market regulation departments. Entities can be listed for, among other things, infringing on consumers' rights to dignity and personal information protection. Listed entities can be subject to additional measures, such as increased inspections and restrictions on eligibility for preferential policies. The Measures enter into effect on 1 September 2021.
