On 26 October 2025, the Law amending Article 330.1 of the Criminal Code, clarifying foreign agents' liability for failure to fulfil obligations (Bill No. 956293-8/ Federal Law No. 378-FZ), enters into force. The Law amends the Criminal Code to establish criminal liability for individuals who have previously faced administrative penalties or have pending cases for offences related to foreign agents. Under the amendments, criminal charges can arise even if an individual has committed only a single prior administrative offence, rather than requiring repeated violations within a year. Criminal liability applies to failing to submit required documents for inclusion in the foreign agent register or to actions that disrupt the operations of a foreign agent.
