On 1 July 2025, the Bill amending Article 330.1 of the Criminal Code clarifying foreign agents' liability for failure to fulfill obligations (Bill No. 956293-8) was introduced to the State Duma. The Bill amends the Criminal Code to expand criminal liability for individuals previously penalised for administrative offences related to foreign agents. It removes the requirement that an individual must have committed repeated administrative violations within one year before facing criminal charges. Instead, a single prior administrative offence is now sufficient to trigger criminal liability for either failing to submit documents for inclusion in the foreign agent register or violating the rules governing foreign agent activities.
