On 12 September 2025, the California State Assembly concurred in the Senate amendments to Assembly Bill No. 56 (AB 56), adopted the revised text, and ordered the measure to engrossing and enrolling. The final version, titled the Social Media Warning Law, retains the requirement for covered social media platforms to display black-box warnings to users upon access, after three hours of cumulative active use, and at least once per additional hour of use. The Act specifies the format, duration, and screen-occupancy requirements for the warning and provides an exemption where a platform has reasonably determined that a user is over 17 years of age. It authorises the California Department of Public Health to revise the warning content by regulation, clarifies that the statute shall not be interpreted to create a private right of action, affirms the severability of its provisions, and establishes 1 January 2027 as its operative date.
